During the second quarter of 2021, IOM Core Pipeline continued to provide critical support to the shelter and non-food items (S-NFI) Cluster and the water, sanitation, and hygiene (WASH) Cluster. Emergency responses of S-NFI and WASH partners were supported with lifesaving core pipeline supplies through efficient pipeline management, including procurement, warehouse management, and transportation of supplies. Prepositioning of supplies to IOM logistics hub locations across South Sudan was prioritized while the roads are still accessible by surface/road transport.
The report highlights the progress and achievements of the Enhancing Community Resilience and Local Governance Project Phase II (ECRP II). ECRP II builds on the preceding and completed Local Governance and Service Delivery Project and to address immediate needs for basic services and flood risk reduction in selected vulnerable areas of the country while strengthening community institutions and local government’s capacity to better manage local development and supporting the national government to provide oversight.
South Sudan faced multiple crises during the last quarter of 2021, with widespread flooding continuing to impact people and their livelihoods across the country. Some 854,0001 people have been reported to be flood-affected as of end of November including vulnerable areas such as Bentiu in Unity State. Meanwhile, the conflict in Tambura has also displaced close to 80,0002 people, with the conflict-affected population fleeing to the nearby counties of Ezo, Nagero, Yambio, Namutina, Wau, Nzara and Moso.
The Enhancing Community Resilience and Local Governance Project (ECRP), funded by the World Bank and implemented in partnership with UNOPS, seeks to strengthen the capacity of local governance and community-level institutions and to build infrastructure to address gaps in basic services in 20 counties across 10 states in South Sudan. Since implementation began in March 2021, IOM has engaged selected communities in participatory planning processes at the county, payam, and boma levels.
