This report presents the findings, conclusions and recommendations of a Housing, Land and Property (HLP) assessment commissioned by Acted and conducted in Juba peri-IDP Sites area1 during April and May 2023 to better understand the opportunities, challenges, mechanisms and procedures for acquiring land, the potential for and causes of land-related conflicts, as well as the institutional arrangements, procedures and effectiveness of land disputes resolution mechanisms. The assessment sought to enable a better understanding of the context for HLP rights of Internally Displaced Persons (IDPs) in South Sudan in order to ensure that interventions aimed at achieving durable solutions for IDPs accord with the “do no harm” principle.
